A collaboration platform so every Quebecer could help write the province's digital strategy.
  • 20,500+sessions on the platform
  • 438cities, in the second phase alone
  • 44%chose the winning vision statement
  • 300+people at six Rendez-vous numériques

Figures from the government's final report on the consultation, June 30, 2016 to February 28, 2017.

In 2016, Québec decided to write its digital strategy with its citizens, not just for them. It needed a place to do it.

The ministry, then called the Ministère de l'Économie, de la Science et de l'Innovation and today the MEIE, launched Objectif numérique: a participative consultation open to citizens, experts and organizations. Everyone could become a co-creator of the Stratégie numérique du Québec.

At Libéo, I led the UX of the collaboration platform and facilitated its design, on desktop and mobile. The brief came with a promise: every contribution would be followed up, in the open.

Target. Open the platform on June 30, 2016, pick a vision statement and the themes worth discussing.
Listen. From September 2016 to February 2017, citizens, experts and organizations propose, comment and vote, one theme at a time.
Prioritize. Analyze every contribution and rank the objectives and the actions.
Act. Publish the Stratégie numérique du Québec and its action plans.

Where Objectif numérique is today

The consultation fed the Stratégie numérique du Québec, unveiled on December 13, 2017. The platform has since gone offline. The ministry took the MEIE name in October 2022, and the government's digital transformation now runs through the Ministère de la Cybersécurité et du Numérique and its 2024-2028 strategy.
